Is there any clearances required from say a washing machine or a sink for a service in a dwelling. Other than the required 30", 36"? What code section references that. Owner wants to place washer, sink in mechanical room in house. Normal service clearances are there but are there any restrictions for the sink and washer?

None other than what you referenced. Obviously, the washer or dryer can't be located in front a panel where you would be required to climb or reach over the washer to access it (as I have seen). The panel door has to be able to be opened to 90 deg. minimum, also.

I know the code section for clearances, I am looking more for a required distance, if any from a sink to a panelboard.

No.

To carry the idea a little farther. . .

Imagine a vertical line from floor to ceiling along the left edge of the panel. Imagine that this vertical line is the corner of a 30" wide by 36" deep working space.

Nothing says the panel has to be centered in the 30" wide area.

The appliance or sink can be immediately on the other side of the vertical line.

Run into it all the time. I know it's hard to believe. We really need more space. You make the call. I have moved washers, dryers, freezers out of my way just in case I need to "move". Proceed with caution, and stay safe. :D

How about these scenarios:

1. Right edge of slider window 20" to the left of corner wall. Can you surface mount a 16" wide panel to the right of the window. Assume appropriate front and height clearances. Pass of Fail?

2. The same 16" panel mounted on a 20" wide square post. No problems with height clearances and nothing in front of or around the post. Pass or Fail?

If I am understanding your two scenarios correctly:
1) pass
2) pass
