As I recall, I've gone through four continuing ed. cycles. The first two were given by a team of State inspectors that were running their own program. The last two were MEA presentations, and it simply happened by luck of the draw that I had the same MEA instructor both times. Both MEA classes were based on the IAEI Analysis of Changes, 2002 & 2005.
All four cycles of cont. ed. were, in my opinion, adequate for the purpose. . .please forgive the "faint praise." The problem is the limited time (only 16 hours of class time) and the large amount of material. Just the changes in the NEC is a huge topic, let alone, the brush up that exposes misconceptions, confusions or forgotten points that expands the topic beyond the changes.
Having to reign in the questions and to push on through the list of changes in the time allotted is a job I would find very difficult.
Your opening question in this thread, inquiring after a "good instructor", is what caught my attention. I've been in a fair number of classrooms over the years, and have come to appreciate the learning excitement that can occur when the chemistry is right. I try to bring an openness and interest to the class, the instructor adds his/er part, and the rest of the class also adds a significant part.
Perhaps the question is "has anyone had a continuing ed class in MN that really excited them?"
