One of the problems I see with this phrase is its demand that all conductors be disconnected. I really don't think we should be disconnecting the grounding conductors but the new Code language demands that we indeed do disconnect all conductors. HMMM :D

I think the terms, "of the ballast" disqualifies the EGC. I personally have never seen a ground wire from the ballast itself, usually the housing is bonded. :confused:

I think a reasonable case could be made that the grounding conductors are not part of the source of supply.

What we will see will probably be quick connectors similiar to what we find on the back of smoke detectors included with our ballasts.
