2008 Feeder requirements

Does 2008 NEC require 4 wires from Service disconnect to feeder panel at seperate location?

Installing meter combo panel at street/transformer location
have ground rod here.

Planning on running URD direct burial to Main feeder panel at house.
2nd ground rod here w/seperated neutal/ground

Do I need to run Quad or triplex?

Also running 60 amp feeder from house panel to pump house.
quad here as well?

Yes, per the 2008 you must include an EGC (4th conductor in you installation)

You must also install a Grounding Electrode at the detched building.
