Wireman, I don't think you understand the code change process. Near the back of your NEC is a list of dates and events for the NEC change cycle.
Once the code is published, there is a period when proposals can be made to change the code. Following is a period when the CMP reviews and votes on the proposals. The proposals and the panel action are put together and called the ROP. This document is open to public review so comments can be made on the proposed change. In the meanwhile, the NFPA puts out a draft NEC showing what the NEC would look like if all approved proposals makes it in the code. This document is never updated and really has no purpose.
Following the release of the ROP, the comment period opens. This document gets published and is called the ROC. Following are series of meetings with a series of committees and the final NEC is produced.
It's a three year process.
