I am not really a fan of this code section BUT, with all the new generation devices that are coming out, I have seen people using the egc for a neutral, or drilling a single conductor (a #14 thhn) from a receptacle to a switch box on different circuits to boot, so they could add a device that needed a neutral. I think the requirements for AFCI's on almost everything will stop most of this, but not on old installations.

I guess the phrasing, "to be installed by a quallified electrician" is subject to the definition of the word quallified. If you don't own a code book, I guess you can call yourself "quallified".
