Does the PDF version of the 2014 NEC still use the FileOpen plugin or is it simply a secure PDF?

Can I copy the PDF to any of my computers and open it, or is it locked to only the computer that I downloaded it on?

But I'm told it's like the 2011 version, you cannot manipulate the file; highlight, underline, make notes, etc. Isn't worth the expense to me.

Well, now that is a little confusing. I only use it on my iPhone 4S, ios 6. I have Sticky notes, highlight, strikeout, underline, and add text. There seems to be no deliniation between annotation and drawing markup tools. I'll call the NFPA and ask them which ones I can use then.

I don't know anything about modifying pdf's on an iPhone... but from an Acrobat perspective, all of those can be done. You just can't modify any of the published content.

I couldn't copy and paste on the laptop last time I tried, but others could. I haven't tried lately.
That may depend on what you are using for a PDF reader. Older and non-Abode readers may not implement the current fine grained protection scheme and instead prohibit all edit type operations including copying.
