2020 Emergency Disconnect Rule

We're still on the 2017 so I don't know what all the EM disconnect rule applies to. Is it just the main service at a dwelling or would it apply to a subpanel at a detached building?
 
The 2023 tried to make it clear but I am not sure it did so.

225.41 Emergency Disconnects.

For one-and two-family dwelling units, an emergency disconnecting means shall be installed.
(A) General.

(1) Location.
The disconnecting means shall be installed in a readily accessible outdoor location on or within sight of the dwelling unit.

(2) Rating.
The disconnecting means shall have a short-circuit current rating equal to or greater than the available fault current.

(3) Grouping.
If more than one disconnecting means is provided, they shall be grouped.
 
Does this section mean I need an emergency disconnect at the service if it is remote from the building? I think it is clear that the dwelling would need it.

But what about an outdoor feeder going to a detached structure? It states for one and 2 family dwelling units. A garage isn't a dwelling
 
I'd say no, a non-dwelling auxiliary building does not need one; a dwelling auxiliary building, maybe.
