As An Inspector it is tough enough keeping interpretations consistent but this is ridiculous Printed refers to ALL Dwelling outlets & devices which would include -Bathrooms, Garages, Exterior. Does anyone else have this printed?

Looks like a big oops.. The 2020 Nec is correct. I had the handbook once, or I should say I had a pdf copy of it but I never used it.

Yes, the handbook is incorrect. Not sure how that error made it into the handbook and not the actual code document.
As far as I can tell, that language never appeared in either the First or Second Revision report, although there were PIs and PCs to put that language into the code.

There are a lot of words in those two photo's which words are we specifically talking about?

Read the part that says (A) DWELLING UNITS..

Thers a lot more spelled out.. and omitted

I guess a proofreader just said” ah, too many words... just put “all” in there...

The handbook says "all 120V receptacles.............."
The printed Code only says "all 120V receptacles supplying...." it lists the specific rooms where the handbook just said "all".

Are you talking about the reference to 210.12(A)? If so you need to read the whole thing. It says "all" in these specific rooms or areas. It doesn't say anything about a bathroom or other areas of your concern.

The words in bold below do not appear in the handbook, but are what the code actually requires.
All 120-volt, single-phase, 15- and 20-ampere branch circuits supplying outlets or devices installed in dwelling units kitchens, family rooms, dining rooms, living rooms, parlors, libraries, dens, bedrooms, sunrooms, recreation rooms, closets, hallways, laundry areas, or similar rooms or areas shall be protected by any of the means described in 210.12(A)(1) through (6):

Read it again!
Your right. Sorry
So which one does a person follow? Handbook or the full code? I've never enforced from the handbook, but if the tech uses one I could see it causing issues if that was their only reference. In this case it only caused them to do an installation above code minimum, but I question where else a printing error can be found, one that might cause a failing installation if following the handbook reference.

While the code text in the Handbook is supposed to be the actual code text and enforceable, in this case it is not.

You follow the text in the adopted code for your area. I am not aware of anyplace that has adopted the handbook, so the text in the actual code book is the enforceable text.

The commentary in the Handbook is just opinion and never enforceable.

It's probably why the 2020 Code and Handbooks were on sale on Amazon for $69.00  .

I was sucked in and bought them both. I haven't kept up with the errata though.

I know others have complained about the handbook falling apart, mine is too. Looks like they screwed up all around on it!
I was able to repair mine. I took some Gorilla glue, shot it inside the spine, closed the cover and left it in a vice overnight. Works great.

I also printed the eratta & combined with 2 sided tape covered the misprint with the correct version.
