I've been thinking this one over a bit. Maybe I was too harsh. Maybe the CMP is throwing us a bone by saying it doesn't have to be installed as long as it can be added later, knowing full well people are still going to cut them into the cabinet and not the countertop.

No way was that CMP thinking that...I listened in on some of the first and second draft discussions. They do not want any possibility of a cord for a countertop appliance being connected to a receptacle that is below the surface of the counter-top.

I don't have problem installing for a future I don't like it being mandatory.
Where does it end then.

God forbid someone get injured after the fact.
If this new code is in next year I won't be installing any receptacle underneath the counter top.

I remember back in the 90's state AHJ didn't have any written amendment, but they were usually "looking other way" if you chose not to put a receptacle on an island/peninsula because of the same reasons that are now prompting this change.

*sigh*. there should be an IQ test requirement to be a voting CMP member. just when I think they can't possibly be any more stupid, they lower the bar even further. Here's what will happen. Electricians will provide provisions for a future outlet as specified. After the final, they will cut them into the side of the cabinet. End of story.
That argument could be used against any code requirement. The code will be violated after inspection, so therefore it is bad code. The code is a safety standard. People choosing not to follow it, is not a reason to eliminate it. The 2026 edition will be open soon for public inputs. I encourage everyone to be more involved and submit their own input. Please do.
