208 and 120-277 Multi Volt

Can a 120 - 277 multi volt LED driver work on 208?
An electrician I'm working with says, "No, not without a neutral", and I say, "Yes., because the voltage is within the multi volt range."

Why would it need a neutral to work? It's a 2-wire circuit which requires any voltage within the 120-277 volt range.
