208 are 240

The bldg has 208 3 phase coming in , all the equipment furnace,water heater etc is 240 acording to the name plates single phase what's all the problems with the elements not heating up properly??

If the plate says only 240v, there is your problem. 240v equipment will work on 208, but not the same as it would on 240.

Just be advised that a lot of HVAC equipment designed for 240 has a jumper you can move at the low voltage transformer to do the control circuit better when served with 208.
