I am having difficulty figuring out how a 208v single phase motor achieves a starting twist. The motor is an 8.2 hp Baldor on a Hotsy pressure washer.

There are many different types of single phase motors, it would depend on which type. But in a nutshell, all single phase motors need some sort of system or device that creates a phase shift, at least in the very beginning. The differences are in what they employ to accomplish that.
