208V to 120V

Is it possible to rewire and reidentify a phase conductor as a neutral and 208V/1ph circuit change from a 2 pole to single pole breaker to and make it 120V circuit in a panel.

200.6 requires the neutral to be a continuous white or grey outyer finish for #6 or smaller .

Connect a white wire to the phase conductor and use it to pull the white wire though the raceway to replace it.
