210.52(F) says you must install an outlet for the laundry, and there are no exceptions for single family units. 210.11(C)(2) says you must install a 20 amp circuit, to serve that laundry outlet. 220.52(B) says you must include 1500 VA in your feeder or service calculation, to account for the laundry circuit. I don?t see any way out, for a new dwelling unit.
However, for an existing dwelling unit, you don?t have to do a ?start from scratch? service load calculation. If you plan to remodel or to add new loads, there are other choices available. But if you are doing a service load calculation, then you have to include the 1500 VA laundry circuit, whether or not the dwelling unit presently has any laundry equipment.
