210.12(B) Deleted from 2005 NEC???

I went to the electrical supply house in a town I am doing a church addition in today and saw a notice posted at the counter which read, " Effective 11/20/05 the requirements of Article 210.12(b)in the 2005 NEC have been deleted without substitution. As of 11/20/05 there is no requirement to install Arc Fault circuit breakers to serve the branch circuits in dwelling unit bedrooms."
I couldn't believe an Article of the NEC had been changed between code cycles so I called an Indiana State Code Enforcement Official I know in Indianapolis to check on the validity of this notice. He assured me it was correct. He said his office was not made aware of this change until after December 1. He didn't know any other details other than the "word" came straight from the NFPA.
Does anyone know what prompted this action at this time? AFCIs have been controversial since they first came out. Why is the NEC back-peddeling now?

Scott, If it is just a rumor, I want to know. That's why I made the post-I was suprised if this was true that I had not heard about it on this forum. I have been on the road 5 days a week since October but I try to check in here on weekends. I thought I may have just missed it.

I would think it would have made it's way to the forum as well. I just did some quick checking and found nothing.

Here in NJ we still are not required to install them. We officially adopt the 2005 NEC in April 2006. Maybe after that we'll be required to install them.

Ok so far here is what I found that went into effect:

675 IAC 17-1.7-12 Section 210.12; arc-fault circuit-interrupter protection
Authority: IC 22-13-2-2; IC 22-13-2-13
Affected: IC 22-12; IC 22-13; IC 22-14; IC 22-15; IC 36-7
Sec. 12. Delete Section 210.12(B) without substitution. (Fire Prevention and Building Safety Commission; 675 IAC 17-1.7-12; filed Oct 21, 2005, 1:50 p.m.: 29 IR 813)

I posted this several weeks ago and here is one reason they have deleted afci in Indiana. When subjected to cold temperatures EX. Installed in service equipment on an outside wall as in an un heated garage they were not functioning. However, here say is the manufacturers were going to lobby this amendment.

AH! Just found it posted 1-6-05 see page 5 Also, this was in effect when Indiana adopted the 05' in November.

I just spoke with a state inspector from Wisconsin and he told me that there is a proposal for the 2008 NEC to require ALL 15 and 20 amp circuit breakers to be AFCI.

What is the substantiation given for the deletion or proposed deletion??

I would be curious if they have done any kind of study or are just responding to complaints by electricians or homeowners???

As we have seen here, some problems are due to electrician error.

edit: Oops, I missed the cold ambient temperature issue.

Any bets on the occupation of the proposer? Perhaps a vendor or manufacturer's rep? Perhaps someone who sells AFCI breakers? :D
