The State of Wisconsin deleted the requirements for AFI breakers way back on 10-1-99 and has continued to do so every code cycle since.

I'd look into whether removal of installed AFCI's is allowed.

Here's a link to a Siemans press release that's here on the MikeHolt web site. Note that it says the only problem is the test button, not that the breaker itself fails to operate properly when cold. If anyone has any documentation about AFCIs failing to operate when cold I would appreciate seeing it posted.

I am particularly amused by the instruction
If ambient temperature cannot be corrected to above zero degrees Celsius (0?C), use a hand-held AFCI tester to independently test the device.
since the AFCI manufacturers have been so adamant in convincing UL and the rest of the world that there is no such thing as an AFCI tester, only AFCI indicators.

Yes Jim that is correct i am in wisconsin also and yes i did heard that too even thru we did adpot the new 05 code but they did make a deletion with AFCI devices there and for some reason some peoples [ i will not name who say this unless i have true link reguarding on this one ] that have alot of diffuctally with AFCI devices which i was well aware with it.

and i think the other reason the state of Wisconsin want to delay this AFCI requirement until the techonly do improve.

[ that what i heard but again i dont have driect fact with me just alot of rumors but nothing really soild to back this one up but i know SqD did have recall on this one but other breaker manufcters i am not sure i am little behind with this scoop]

The Indiana Electrical Code is nothing more than a set of amendments that make changes to the NEC and adopt it with these amendments. There has been a problem with the State of Indiana being used to sell a product of dubious value. When the combination type AFCI is on the market and has proven itself, the amendment will be removed. As it is now, the AFCI is not required in Indiana. :D
