I got turn down for not phasing my ungrounded conductors on load side of disconnect. Voltage 120/208 3ph He. noted 210.5C. I don't think that applies to the load side of the disconnect
 
You didn't say whether you have more than one voltage system in the building. 210.5C only applies to that or certain DC circuits.
 
If there is only one voltage system within the building as Strathead stated no phase identification is required. You said load side so the line side is identified?

If identification is required, it is required for all conductors of the circuit, including the load side of a disconnect.
