Does this artcle state that all dining room receptical outlets must be on with the small appliance circuit or is it just permitted to be. thanks

They do not need to be on the min.2 serving counters.But is legal if you do.
If you desire you could run a seperate 20 amp SA circuit to just feed the dining room recepts.This would be the better way to go.
