I have limited room to install balcony gfi. My question is can the outlet be installed outside of balcony. The railing does not allow room for outlet

I have attached a picture of possible location. It is a first floor. So standing on the grass would put the balcony at about three feet and the gfci at 6feet. One would have to lean over porch to plug something in or walk off porch to plug in
 
I wouldn't consider that a balcony... or a porch unless it had overhead covering. At best, a deck. I'd simply call it a landing.

Regardless, as long as it is accessible from and not more than 6-1/2" above walking surface, it would satisfy the requirement IMO.
 
Must be accessible from the balcony. I would think that even reaching through the balusters would still qualify as accessible. You could go above the handrail up to 6.5 ft. above the balcony but yuck.
