Is it code compliant to install HID fixtures, wired 480v on a school building. (The sysytem is 480/277, but the fixtures are connected 480 phase to phase).

Re: ? 210.6 (C)

Why would it not be?

One common way to wire lighting is to run a three phase circuit then tap the fixtures off alternately. eg: first light tapped AB, second fixture tapped BC third fixture tapped CA, and so on.

Did this exact thing in a school a few years back.
