210.63 requires a convenience receptacle for heating, air-conditioning and refrigeration equipment located on a roof, attic, crawl space, etc.

What about an exhaust fan?

It is my understanding that the purpose is to provide power for performing maintenance on large equipment such as chillers, boilers, package units, etc.

An exhaust fan is just ventilation equipment. It provides no heating, it does not condition air (heat or cool), and it does not refrigerate.

For example, I install a 1/4Hp bathroom exhaust fan. How is the code interpreted?

HACR equipment require the receptacle to run a pump for charging the lines and for the use of the drop light. Ventilation equipment only requires a flash light.

Your not going to find a code article that says "you don't need xxx" it is more the other way around.

Can you cite a definition or other code section that so states?

210.63 Heating, Air-Conditioning, and Refrigeration Equipment Outlet.

Whats missing is the "ventilation" word.
