Although a good idea it is not required.I guess they figure if the garage door is open then there is a vehicle with headlights.......The people door as you put it is not a door required but if it is there there must be some kind of light on the exterior to illuminate it.

I use mine every morning to get the paper. But I have a garage door opener so I have a light and a motion sencer on the coach lights. . Many people do not.
