Can I use a 20A duplex receptacle on the countertop, with a 2 breakers handled handle tied, one 15A and one 20A, and use one half for compliance with providing one 20A SABC to that space and the other half to feed a micro with a 15A individual circuit required by the manufacturer?

Smart Alec in me... still need them every couple feet under code for the top of the counters... but the meeting rooms rules look nice.. calculate how many outlets you need based on countertop space, then group them all where work space is best for the cook...

Correct - minimum required circuits and spacing requirements will determine the minimum number of receptacle outlets required. Split wiring a duplex will likely not change that.
