Is there a contradiction between these two articles, in regards to residential feed thru panels? Specifically inquiring about an exterior main service panel which contains other loads, and feed thru lugs feeding an interior sub panel. Seems to me the feed thru lugs with those conductors do not supply the entire load. If these conductors ( ones installed on feed thru lugs) have to meet ampacities of table 310.15(B)(16) then what does 215.2(A)(3) mean? What’s y’all’s interpretation? If there are no other loads or breakers installed at exterior service panel with feed thru lugs, that would be compliant. Thanks for your responses.
