It sounds odd but that's an exact quote. Do you agree with this?
It sounds like the quote you provided suggests that you include the 10 kW heat in the final total, and you also include 25% of the 5HP A/C motor's 28A FLA, or 7A, in the final total, even though the 5 HP A/C motor's load is not part of the final total.

I would say that the language in 2020 NEC 220.60 is sufficiently unclear that it is not inconsistent with that interpretation. However, I would also say that is a stupid interpretation. I would instead include an extra 25% of the largest motor other than the A/C motor.

The issue that I see the second sentence of 220.60 as addressing only arises when you have say two non-coincident loads, say a motor and a non-motor, and 100% of motor FLA < non-motor load < 125% of motor FLA. Then you need to look at the other loads on the feeder to figure out whether to consider the motor at 100% of its FLA or 125% of its FLA in making the comparison to decide which load is the largest.
