What is the correct of (1) through (6) using 220.82 (c) for a central A/C split system with strip heater?

Assume the heater is the largest load.
Compressor and air handler are not coincident.
Dwelling unit with multiple systems.

I believe the correct answer is (6). Heater at 100 %.

Panel A has 3 systems 25 kw.
Panel B has 2 systems 15 kw.
Panel C has 2 systems 20 kw.
