225.30 Outdoor Panel Feeding Building

I have an office building, two buildings sort of, an addition was done decades ago. The service disconnect is outside the building about 10 feet from the exterior wall. It feeds a panel in a mechanical room that feeds most of the two buildings. Another panel was added outside next to the service disconnect and it feeds various HVAC equipment and a panel in one of the buildings. This seems kind of screwy. Initially reading 225.30 I thought the second panel next to the service disconnect was a clear problem but it sounds like 225.30 is referring to one building feeding another building, which isn't my situation. Thoughts? Discussion? Etc. Thanks.
 
Sounds compliant, its just a feeder panel off the service, right? Are there two separate buildings? May of added the panel by the service as needed more ckts or easier to pull ckts from it.
 
As long as the main service disconnects are grouped (whether a main switch or a main in a panel), you're okay.
