Question came up at work - just who does this 'performance testing' of the GFPE? Anyone? The initial installer of the equipment? Some certified agency? What is the criteria [for a jurisdiction] for approving the agency/person performing this 'performance' testing?

Good question. 230.95(C) states " the test shall be done in accordance with instructions that shall be provided with the equipment " . Do the instructions say who is qualified to preform the test?
