I am wondering if the requirement for GFPE for each service disconnect rated at over 150V-G and 1000A means one must consider a main service panel, rated at 1000A, with a breaker adjusted to 800A and sealed per 240.6C, as a 1000A rated service.

1. Does setting a 1000A main breaker at a lower setting and sealing it make the service disconnect rated at lower than 1000A?
2. What if it is a fused disconnect main, with a factory rating of 1000A, and it is using fuses lower than 1000A?

From 230.95:

The rating of the service disconnect shall be considered to
be the rating of the largest fuse that can be installed or the
highest continuous current trip setting for which the actual
overcurrent device installed in a circuit breaker is rated or can
be adjusted.
