When the GEC is terminated in the meter base and taken down to a ground rod. The main disconnecting means is still bonded say inside the house on the other side of the wall, correct? If there would be a metallic conduit going through would that be creating a parallel path with the neutral there, and create a problem? I’m just trying to understand the procedure when the GEC is landed in the meter base and any variables if any that accompany that.

That is a parallel path but it is a "necessary evil" that occurs on a service. It is the only place that this is allowed. You can solve this by using PVC between the meter and panel.
 
As Bill stated this is one place in the NEC where objectionable current is permitted and is unavoidable when using metallic raceways.
