The power company will give you the open delta when theres not the third phase available on the primary. You need to remember that it's cheaper for them to give that then a real three transformer delta. This system is 66% efficient to the closed delta in all circumstances. Mainly this is used for lift stations in a residential area where the third phase isn't readily available. Usually people are not schooled on this and they can do what they want. If you have the money and the smarts nothings impossible. And we are talking about low voltage, 120/240/208.

Actually, the open delta can deliver only 57.7% of the power that can be obtained from a full delta. It is a matter of the way the load currents add. And, "effective" would be a better word than "efficient" in this case. Efficiency should still be in the high nineties.
