24V Transformer into down facing hard ceiling mounted receptacle

We are evaluating an existing installation where several ceiling mounted receptacles have been installed facing down. I see in the NEC where these receptacles would be allowed for short cords supplying lights, garage door openers, and the like where the cord and plug are fully visible. Is there a requirement for support for a 24V transformer when plugged into a ceiling outlet?

As I recall, I don't think the NEC addresses this but I seem to remember seeing something that said it violates the NRTL listing.
