It kinda seems logical that a motor on a lower frequency, that requires more steel, would result in greater torque.

Sort of. Given two motors of the same power rating, the lower speed motor will be physically larger and will produce more torque.

But given two motors of the same size and the same technology the torque will be roughly the same no matter the speed, and the higher speed motor will produce more power.

The above is _very_ rough rule of thumb. Lots of second order effects.
