250.119(a)

I love being an inspector because it seems their is always a game associated with certain inspections and the NEC. For example: Failed a service yesterday because the contractor pulled in 6 CU insulated (black) for the equipment grounds and re-identified them green at their terminations. Of course they had to be green their entire length. He calls me and tells me that his supply house cannot find 6 insulated green AL. I explaned that for this application he could pull in 4 AL per table 250.119 for his 200amp OCPD, and re-id it.
Ok well what about when his OCPD is a 100amps and he uses 6AL because guess what the price of copper is out of sight and I as an inspector have no right to say whether he uses either CU or AL. Now how does he comply with 250.119(A) if he uses 6 AL? He cannot. I have my mind made up on what to do with this one but just thought I would see what everyone else would do.

For me I opt on the side of the EC

You know what you guys are right!!!!! 1. bare is good. 2. they will learn to plan better.

In this instance I no longer opt for the EC. Boy I'm like a palm tree in a hurricane...easily swayed..

Andrew, please be fair and accept that it's permissable to strip the visible portions of the EGC and not necessary to repull the conductor.
 
I go with bare exposed.I still cant understand the reasoning that it be identified the entire length,after all its in conduit.Other than it is in the NEC it makes no scense.But we must abide by the NEC and not allow unauthorized changes so I guess its repull it.
 
Larry, Thanks for the advice. I believe that I am fair. The particular service that I was inspecting and failed for 250.119(A) I recanted due to the cost of the copper, the distance and type of pull, and the fact that the fault current is not going to say WAIT this equipment ground is not green. I truely call code and people are creatures of habit, I fail 30 percent all the time for the same thing. Got some of these code articles down pat due to that.
