Based on table 250.122 I would need an 800mcm Al gnd conductor for a
4000A equipment feeder. If I am using 11 sets of 700Al for the circuit conductors, would I have to use 800 based on 250.122 (A)?
 
Yes you would. I understand what you are trying to do. But your circuit conductors are not 700 MCM, they are (in one sense) 7700 MCM. That is, you need to consider all 11 parallel runs as though they were a single conductor.

That may not be the only bad news you have to deal with, however. You would have to use an 800 in each of the 11 conduits. See 250.122(F).

It's not bad news to me, however it is to the Foreman and PM on the project who thought that I was wrong. I already told them that it had to be 800.
