250.30A7 Priority

Question regarding Grounding Electrode Conductor (not the Equipment bonding Jumper) on Separately Derived system. I have a lighting xfmr (480 Delta Primary to 208Y/120 Solidly-Grounded Wye Secondary) in a masonry bldg, no steel, no H2O Pipe, . . . . no 'nothin. I do have my Grounding Electrode system back at the primary source of supply in another bldg. My question is regarding the priority of "nearest one of the following" with (1) Metal H2O pipe and (2) Structural steel both being several hundred feet away followed by the Exception No.1 noting "Any of the other electrodes identified in 250.52A shall be used where the electrodes specified by 250.30A7 are not available". I can certainly get a CEE, but it isn't the highest of the priority listed. Do I run pull a System Grounding Electrode Conductor clear back to the water pipe/steel or do a local CEE and call it a day? As far as THIS bldg is concerned, the CEE is the only selection, but seems to disgaree with the priority of the Code language.
 
If the metal water pipe per 250.52(A)(1) is not availiable at your building and the structural metal grounding electrode per 250.52 (A)(2) isn't either than you can use your CEE. No reason to run to another structure for these electrodes.
 
exception one to 250.30(7) states when no water pipe or building steel are present at structure than any other GE listed in 250.52(a) maybe used in
