250.64(C) interpretation

We have a 45kVA dry-type XFMR, 480-120/208V, delta-wye and I don't have a good place to attach the GEC other than to a copper grounding bus bar attached to to a concrete wall and tied to underground, grounding electrode system, i.e. #4/0 'ground loop'. NEC 250.64(C) requires the GEC to be un-spliced. Does this mean I'll need to use an exothermic weld, attached directly to the bus bar, in lieu of bolting the GEC using a compression lug. Comments?
 
Only the GEC needs to be unspliced that does not include the connection points at each end. You just bolt a terminal to the existing bus.
