As I read 250.64(E), a bonding jumper need not be used at the panel end of a continuous metallic GEC raceway if the panel enclosure is also metallic.

Let the flames begin. ;)
 
It seems that the panel itself takes care of bonding that end of the conduit.

I agree with your statement because 250.64 E says that the raceway needs to be continious. If you installed a raceway from the panel right up the "threaded hub" on a ground clamp, a jumper would not be needed.

I think the hand book is showing a bonding bushing because there isn't a lock nut on the inside of the panel.

I think I should point out that illustration showing 250.64(E) is from Mike Holt, not the NECH, the illustration showing the GES bonding is from the NECH.

do we all agree on this as fact. As simple of a question as this is I'm not sure we all agree? Is the EMT connector enough at the panel We all agree if the conduit isn't continuous to the electrode the GEC needs bonding, the problem is at the panel!

Eddie, the EMT connector would be sufficient in any case.
