I've just been stubbing out a piece of #6 in the area of the phone/cable box on the outside of the house and let them land to it via split bolts etc. Errico makes a intrasystem bonding terminal that is really nice and really pricey.
 
I dont think this complies it looks like some sort of bonding strap for waterpiping. Also isnt the intent for the other systems to be put under a terminal and not need any further devices to attach their grounds except for a screwdriver?
 
Looks cheesy to me. We use something more substantial. It is made by Ilsco GBT-1/0

they sure make some cool connectors.

I do not think the picture in the OP is compliant to 250.94. I agree with an earlier post that it looks like a bonding strap of some sort and the intent is to have terminals for the intersystem bonding conductors.

Something intresting in this article is 250-94(1) requires the set of terminals to be securely fastened where as 250-94(2) & (3) make no mention of securely fastening the bonding bar.

That is fine under the 2005 and earlier codes, but is not permitted under the 2008 code.
I agree Don......but my AHJ is approving this practice at least for now. I have also seen intersystem bonding terminals that simply attach to the outside of the meter socket via set screws.
