does the EC normally install the line side of the bussed CT if its feed from a service gutter?

We always do. We just do not connect the Ct's leaving the meter wire for the POCO but we wire the meter pan.

Weird place for that meter pan and how do you get the cover off that LB?

I agree but that was the only place in the closet that the meter pan would fit. The photo is deceiving there is about 6" of space between the LB and the cabinet next to it which was enough room to pull the 10-point meter cable in and install the cover.

Please tell us more about that cable.

It's a Con Ed specification cable, 10 conductors (10 point) all #9 AWG stranded conductors. Yup that is correct, each conductor is labeled #9 AWG with a special 10-point meter color code.
