I wonder if anyone could let me know if it is within the code to run electric heaters mounted at floor level in a school that are powered with 277 volts .
210.6(C)(6).
(C) 277 Volts to Ground. Circuits exceeding 120 volts, nominal,
between conductors and not exceeding 277 volts, nominal,
to ground shall be permitted to supply the following:
...
(6) Cord-and-plug-connected or permanently connected
utilization equipment
Utilization Equipment. Equipment that utilizes electric energy
for electronic, electromechanical, chemical, heating, lighting,
or similar purposes.
Only if it's a 4 wire service...That code section would include 480 volts also.

Please note the section mentioned (210.6(C)(6)) applies to cord and plug connected equipment
If equipment in question is hard wired 210.6(D) will allow it on up to 600 volts (between any conductors) supply.
