I wonder if anyone could let me know if it is within the code to run electric heaters mounted at floor level in a school that are powered with 277 volts .

sounds more like a spec thing than a code thing.

Yes very true, I would expect that in a school.

Please note the section mentioned (210.6(C)(6)) applies to cord and plug connected equipment, with max voltage of 277 volts to ground, meaning 480 volts is acceptable if supplied by 480/277 system or even 480/240 single phase system (though would be rare to find this voltage in a school).

If equipment in question is hard wired 210.6(D) will allow it on up to 600 volts (between any conductors) supply.

210.6(E) even allows it to be over 600 volts but conditions that go along with it may make it impractical especially on a smaller space heater if you were even able to find one rated for such voltage.
