3' feet clearance in-front of a electrical panel

Hello.

I have a situation where i have an electrical panel in a hospital room. This electrical panel is staying and a medical x-ray machine table is being added in-front of the panel. The length of the table will be about 2'6" away from the front of the electrical panel. This table is adjustable type where it can move farther to one side where we can have a clearance of 3' feet temporarily (if works need to be done on the panel). Kind like of having a electrical panel in a closet with the doors closed and when open the doors the panel meets the clearance.

I don't see violation of the panel clearance, as long as we can provide 3feet clearance in-front of it temporarily. Is there an issue that i'm not seeing?

If I can put a panel in the swing radius of a door I feel like you should be fine since it’s not a fixed obstruction. But it’s a hospital and I wouldn’t want to look like an idiot so I would probably double check with AHJ.

The hospital client wants to keep the panel location. They don't want me to relocate it. As long as code does not require me. I don't see anywhere in the code where this is an issue. I will add a warning sign on the panel for the tech to move the table before they work on it.
