3 or 4 wire plug?

At a commercial restraunt they have an existing 5.5KW 240 volt electric deep fryer that has a 3 wire 30amp cord on it. The unit has a rotary dial with different heat settings and an indicator light to show when it's on. I opened the back and found the two leads from the heating element connected to the two hot leads from the cord and the third wire bonded to the case. My question is when instsalling a new 3 prong receptacle should the center terminal be considered an equipment ground or should it be installed as an insulated neutral? Unlike an electric motor which would not require a neutral, shouldn't the center lug be considered a neutral if for no other reason the indicator lite(as minimal as it may be) is still only 120volt.

Nizak: If the 3rd wire is bonded to the case then it should be the equipment ground.
It should not be used as a power conductor for any load, even the indicator light.
Have you checked to see how the indicator is wired ? often these 240 units use 240 indicators or tap the center of the heat coil for the indicator.
