That is a common name for this setup in some places.

Had a guy on a job call my 4 foot step a "half ladder" I said I didn't think that was very nice. Perhaps I am too sensitive

They probably said wye-delta, meaning wye on primary and delta on secondary.

I have heard the voltage regulation is poor. I Dont remember if that is only if its open delta, or its BS irregardless (not a word).

VR is ok as long as you don't overload the transformer.

Open delta does not have as good of VR as closed delta.
