issues with Rolling versus Swapping of phases

For clarity, I assume you mean-
"rolling" - a becomes b, b becomes c, c becomes a (the electrical rotation doesn't change); as you say, really only relevant when two different sources are involved.

"swapping"- any two leads are interchanged, the third stays put (the electrical rotation reverses).

I've heard people use "roll" when "swap" is what they want to do. (Kind of like calling something a service when it's properly called a feeder.)

I had a generator tech show me a way to check if rotation matched between utility and generator. Take two Fluke 87’s, go A to A, and B to B, if the needle graph at the bottom of the displays were going the same direction, they were in the same rotation.
