In my other post, I had stated the conductor could be grounded.

A grounded phase conductor is still a phase conductor.

You can call it a phase conductor if you want to. My only point I was trying to make, and I think it's still valid, is that with an open delta (or an open Y for Larry -the power company can provide 3 phase power without running the "C" phase wire.
