3 WIRE 120 / 240 V. no ECG , METER PEDESTAL RV PARK

In an RV park , there are several 40+ year old RV meter pedestals fed from a 100 amp 1 phase breaker , 120/240 3 wire , with no ECG present , feeding several pads . Was this ever legal ? It does have a ground rod if at each that makes any difference .

So in effect before 1971 , each pedestal supplied with a 100 amp feeder , would be considered as a main service panel (120/240 V. 3 wire ) bonded to neutral . Then 50 amp 120/240 V. 4 wire , or 120 V. 30 amp 3 wire , generally cord connected run to a panel inside of the RV that would be considered as a sub panel . Seems I would have to check with the State Inspector about weather replacing a Pedestal with a 3 wire feeder is acceptable , or would they make the owner bring the the entire installation up to current code ?

Wouldn't the neutral be bonded (factory) at the meter if so how would you separate the neutral from the equipment ground if an equipment ground was installed
Good point, most public use RV parks or other convenience RV parks at a particular location for temporary usage don't have meters in the pedestals, but private places where the RV maybe stays for long periods you might actually have separate service to each site, with metering and direct billing from POCO to individual users.
