3 Wire Outdoor SubPanel

I'm converting from a single heat pump to two smaller mini-split units. Currently, I have an outdoor safety disconnect for the heat pump that is fed from the main panel inside the house with 6-3 copper (2 hot wires with one ground). Everything is single phase, 230 volts. I would like convert the current outdoor disconnect panel to an outdoor sub panel so that I can have two circuits, one for each of the new heat pumps. Both of the heat pumps will be single phase 230 volt.

Will it be to code if I wire up an outdoor sub panel without a neutral wire if I am only going to use 230 volt circuits? If I were to upgrade to a 4-wire connection, I would have nothing connected to the neutral, provided that I don't add any 115 volt circuits to the outdoor panel.
