I have a duplex and each side has a 100A service. I'm replacing the overhead service. The way I interpret the code, the line side of the service entering the 2 position meter pack would have to be sized at the full 200 amp ampacity and the two sets of load side service entrance conductors in individual conduits would fall under the 83% reduction. Correct?
 
I would say the service conductors feeding the meter need to be 100% rated of the combined calculated load of both units which isn't necessarily 200A. Then, the feeders or service conductors feeding each unit can be 83% of the calculated load as long as that load is 100A or higher.
 
As suemarkp said the conductors feeding the meter stack can be sized according to the combined calculated load of both units, a full 200 amp is not required unless that's the calculated load.
